As per our agreement with the Upper Occoquan Service Authority, use of the site at the Millard H. Robbins, Jr Regional Water Reclamation Plant requires membership in the Capitol Club for any RC boating activity other than sanctioned races, in which case outside participants are considered visiting guests. This was a specific requirement dictated by UOSA as they want the club to be responsible for overseeing who can access the site for running model boats.  You must have a current IMPBA membership card with you when running at the pond and there must be a minimum of 2 current IMPBA card holding members present any time the pond is being used. Running boats by yourself not only violates the IMPBA insurance rules but more importantly it jeopardizes the agreement the Capitol Club has with the UOSA.  Everyone in the retrieval boat must wear a personal floatation device. No exceptions. The pond is avaiable for use by Capitol Club members every Saturday and Sunday throughout the year, however the club is required to give the UOSA advance notification each time we intend to use the pond.  If you intend to use the pond on a Saturday or Sunday that's not on a scheduled club date, please notify the club president or VP no later than the Wednesday preceeding the day you intend to run.  Also, a reminder that even though we are permitted to drive on the grass to unload/load our boats and equipment, we are required to move our cars to the visitor parking lot while running boats.
